Because it´s a ´hardcore´ game (read the Steam page description). That does not appeal to the masses.
Edit: The addition of a true PvE mode is going to bring more players in.
A few faults with your logic.
#1 There were 60k before while it was even more hardcore than it is now.
#2 Tarkov is way more popular and it's a "hardcore" game. I know we can't see number but viewer counts on Twitch can help that. DnD only has 9k now as of writing this and Tarkov has 16k. Both are hardcore games occupying there respective theme (mil sim shooter/dark fantasy dungeon crawler).
I honestly don't think PVE will boost the numbers tbh but we will see. It's def a good thing but with the number of game modes, I think the game does not have the play pop to have a good experience.
Because I'd wager the market being disabled is why that's lower, the dungeon numbers seem to be around the same they were last season more or less (maybe minus the people with brainrot who only played <24 Goblin Caves to boss/spawnrush).
We don't have people just sitting in the market buying and selling things 24/7 to fluff those numbers up (or the market bots which probably exist).
I don't think it's as low as 10k yet. That 20k I mentioned 70% of it is in dungeons like you said. Speaking from experience, I felt like some maps and regions are very empty. I feel that boils down to not enough people during certain times.
If I add 1 more gripe, in Arena you get to play against the same people as they are the only ones your MMR pool. Like when you get into the mid 2000s. I think the population is just too low to support this many game mode options. But that's my experience, maybe it does not apply to your region and settings.
As for the maps, I'd hazard a guess that some feel more dead due to not having much by way of quest objectives at the moment (at least nothing that isn't completed in a few runs), also the fact that Goblin Caves are no longer the designated stomping ground map like I mentioned probably spread the playerbase out more as well.
IIRC they were thinking of some method of addressing the region issue in a QnA from a while back, but I can't for the life of me recall what their idea was.
The bossing issue needs to improve in my eyes, not be quite as effortless as old GC but still less RNG reliant.
I am pretty sure I said that 20k is low in my post. How is 19k fine?
If you read the part about "10-14k" that was about "in-dungeon" versus total number in response to Aldain.
Either way, can we do the bare minimum skimming. Otherwise it just sounds silly.
2) You can't say that, because there is ZERO verifiable metrics we could base that on. You can only say its more popular on the basis of it being N'th boring shooter and plain shooters are always popular.
