the dmg buff mainly affected Crystal Sword at lower rarities. the weapon was relatively weak at uncommon and lower.
the math is that Crystal Sword inflicts hybrid weapon dmg: it has a physical portion that scales with your physical power reduced by the target's PDR and a magical portion that scales with your magical power reduced by the target's MDR.
Magic Staff's base weapon dmg is purely physical meaning if you wanted to get the most out of Melt in solos you would actually run it with Magic Staff, Quarterstaff or Rondel Dagger.
on PvE, no. you may be able to get more DPS on some players with Crystal Sword and Ignite. it depends on their MDR
