They talked about they wanted less rat/crow game play, which is were players (mostly rogues and druis) will come in with next to nothing and try to pick the goods off other players bodies. It can be annoying if you win a 3v3 team fight with only 1 death. The two alive players revive their boy and head back to loot... only to find half the bodies picked over.
If its a full team snagging your loot, not a big problem. When its a single player who is risking next to nothing, built for stealth and speed who snatches up all your loot its annoying. They also changed time to loot kills if you didnt kill the player this patch.
They have talked about balancing the risk/reward i think this is an attempt at that.
You can also buy junk 2 hand weapons just to get your gear score up, will act like the old 100 gold entry fee.
If newbies are able to get through high roller with a minimal gear/meds they arent newbies
