Really though, I believe you need a weapon that has 5 or more impact. 5 impact takes three swings, 6 impact takes two swings, and anything greater than 6 impact takes one swing.
Warlocks can also break ice using Hellfire, Wizards can use Fireball, and Druid's Bear Form can smash ice with its alternate crush attack.
The morningstar has a deceptively high impact at 5. That's the reason I use it over the flanged mace tbh.
As far as axes are concerned, only the double axe can break through normally. If you're a Barb the +1 impact from the Crush perk allows the battle axe and felling axe (as well as the zweihander, club, and quarterstaff) to break it too, but without crush they only have 4 impact.
