This exact nerf has been done before. It requires rogues to actually be sneaky rather than just be an unstoppable landmine.
That's the idea, yea. Good rogues use shadows and don't move until their opponent is facing the other direction. Plus lets be honest, once they are within a certain range they can pop stealth and still get a damage boost in time.
