Dark skin doesn't matter. Orcs are already dark and there is no advantage in this sense.
You can be any race and if you go in the dark you will be "invisible". To be truly hidden you need to take your pots off. Ultimately, what you say is wrong and it won't change anything. Dark elves should happen.

Forget night vision. Dwarves, gnomes, lizardmen, undead, all have night vision. Night vision has been destroyed in lore, it's best to just forget about it.
