It was actually when bear and panther damage were nerfed into the ground in hotfix 52.1. This was following their massive spell nerf in hotfix 52.
druid clearly has scaling issues. clerics are the preferred support at high GS cuz their heals actually scale, I've had clerics heal half my health as a wiz with Lesser Heal. meanwhile panther and bear forms scale too well.
saw a 50 str druid one shotting people last night. and while it's true, in general bear is very easy to dodge, if you get walled off from your team bear form Maul with high str is basically a free kill.
panther Neck Bite silence also currently dispells all applied buffs on the target. this means if a panther druid goes on a PDR cleric they can dispell Bless, Divine Prot, even Smite and many players haven't yet realized this.
panther and bear forms would benefit from added base dmg and reduced scaling so that they have more use for new players at low GS and not imba at high GS. and whether people want to acknowledge it or not eventually druids do need a majority of their heals to scale with magical healing and magical power bonus.
bear, panther, and support druid are all viable at high GS when played properly, but currently hybrid-support druid is probably the best way to play druid at low GS
If they were to introduce scaling I think they'd have to reduce the number of casts, or bump it up the Spell Tiers a bit so it doesn't recharge insanely fast, if they left it as is plus the scaling it would basically be like 5 blue quality healing potions if we're talking the health to time ratio.
I think if they did add scaling to Druid's healing it would need to be tested first as a gentle curve to prevent Druid from just casting Nature's Touch+Restore to be functionally immortal for a few seconds due to the sheer HoT.
yes. the scaling doesn't even have to be high. but once arenas release and teams are competing in full legendaries this scaling issue will be even more obvious to people. Lesser Heal will make Nature's Touch look like nothing.
it's possible the addition of scaling would require additional tuning of their healing spells but it's necessary. having healing spells that don't scale doesn't even make sense
...I have a bit of a past trauma with Regen Healers in other games and let's just say, it's one of the easiest things to make functionally immortal by mistake.
