Item resets are to prevent perma whale bloat.
The exp system doesn't need that unless it's being periodically overhauled.
If it still has it for no reason, then it's just a mistake.

What I want to know is if they will reset the levels outside of making a change 'just because'.
I'm gonna HATE having to deal with getting every vendor back to 25 affinity again just to have access to the lion's share of Squire gear (especially the *&#$ing Tailor and his "Kill things in Inferno for my first affinity gain" BS).
Which only makes sense if one, every three months there is such a massive influx of new players specifically getting repulsed by these particular systems lingering advantages, and two it is worthily compelling to redo these tasks to avoid that problem.
Otherwise just removing the progression of the system makes more sense.
