There is a early quest for 200 of those, then you can turn them into silver bars for crafting

the Treasurer. the merchant you want is the treasurer. he can turn silver coins into gold coins for you via his "buy" menu.

You can also turn silver coins into ingots at the smiths, and silver dust at the alchemist.

you can turn silver coins in for gold coins but you can also go to the alchemist and exchange them for silver powder or make silver bars.

Both of these are for silver items and in the early game you can make sterling weapons which are also Commons,
