Because vague and occasional outdated data are great for new players.
I'm tired of games pandering to dumb people. This isn't a Paradox game, you literally just need a basic level of reading comprehension.
try and error, f around and find out, it is not that hard, "Why do potions and such not default to being on you but you can go to the squire and add them?" because it is a game mecanic
Right now you either find it by looking around (it isn't at all obvious that you would go to a merchant to set a default loadout) or you hear about it from someone else.
I would never look at merchants and think one of them (as you said) would let me change my starting items. I would expect that they are all....well....merchants.
I heard about the squire from a random guy in-game. I ignored all the merchants because I had no money and was learning the game. I had 0 reason to click on them all and look into them because they are called merchants and I have no money.
