The current GBMM is a bandaid fix to address the problems steam players are having with the game. Previously, Normals was simply a bare-bones, but balanced gameplay experience untainted by people with OP gear sets. Now, players with strong gear who simply want to kill low-gear players with little risk to themselves from dangerous mobs (which would be a natural deterrent in High-roller) can do so again. Adding additional queues to mitigate this for weaker players would take significantly more effort (and would create a worse gaming experience) than simply restricting gear again.
The gear bracket right now is 0-25 and 25+ for normals. The only restriction is that you cannot bring unique quality items into normal lobbies (ex. gold coin pouches). Basically, if you bring any green quality gear with you, it will probably bump your score past 25 unless you are going in near-naked.
Every map is a pvp map. Also I hope you have luck getting your free game refunded.
