Disable ‘Smooth-Scrolling’
Turn Off Any Frame Limits
even your Resolution Rate can cause screen tearing
If those don't work it can be a list of things that causes your screen tearing like
If your monitor does not support the refresh rate coming out from the game i.e refresh rate
Variable Refresh Rate can be off between your card and the monitor
Your GPU display adapter might need to be installed

What kind of monitor and GPU do you have?
If your always using vsync you must have input lag all the time that you notice, if that happens limit your FPS to 59 with v sync on that should help a bit.
I dont care about input lag and fps limit, i want Vsync.
And yes, my monitor does not support the refresh rate coming out from the game. That's what vsync is for
set: "bUseVSync=False" to "[...]=True"
save it.
the other solution is enable it in the config file like every ue5 game
