Best I can tell from people who have had success, they use a 3rd party payment processor, not even the steam wallet. I'd bet that's a big part of what's causing problems.
the in-game currency purchase to buy the upgrade locks you out of a refund if you do end up changing your mind.
so what? if u purchase the "IN GAME CURRENCY" u want to buy at least a skin or the game. SOOOOOOOOOOOOOOOOOOOOOOOOOO? ....some humans....why should u change your mind? u can play before and make your mind up? Strange Humans.

So basically, yea. They know there are issues with it since moving to steam/epic, they are working on it. Hopefully its fixed by today.
May I know what does Code 16 means?
well actually you can enjoy and try the game before ... ive played 15h so far and still can decide to put money on it or not, the 2h restriction on steam can get pass really easily just sometime learning the basic of some games ... so i prefer have a choice to support after some 20h or so
