why the lvl 20 limit to do more advanced maps?

I'm stuck at lvl 18 with semi boring loot, and map rounds. I'd really like to try the harder maps

hrm... so even if you hit lvl 20 you still can't play the harder modes?

it used to be like this in playtest and early EA. new players dont need to worry about HR usually since they wont even survive norms 9/10 times.
this game is not free to play, the wording is off. its really free to try in order to put it on peoples radar again.
