Yes there are several PVE options available. The new player Tutorial and Walkthrough will guide you through both PVE and PVP tracks, but you can choose which you would prefer to play. If you are interested in playing PVP generally there is always someone to play. Some times it may take a bit especially for new player for the match maker to pair you with an opponent.
With that said it is generally recommended to start out playing PVE so you can start acquiring runes to build your own decks and learn how to play the game versus jumping straight into PVP with the Public Decks.
