The Water pump, when connected to the "Wash plant or Sluice box" will automatically start delivering water.
One does not store water as there is no water reservoir provided at this stage. Maybe in future updates. (One large reservoir 1 mill litres that delivers water to cool Coal plants, fill water drums for the creation of cement (New automation plant required for that)
Because it is connected to the line, it draws electrical power from the line you are connected to. There is no separate power supply to the water pump required nor is it possible to connect a power cable to it..
So, calculate the power and add that to your power supply to ensure that it supplies enough power to energise the entire line.

I have set my water pump up in a separate area to most of the rest of the plant and ran the pipes underground so I did have to setup a power Input on the pump and it works, it now connected to my sluice plant. I think ill start a new mine for this update.
