What I can say is that many of the shot skills are unavailable for Wands.
The only offensive skills that can be used by Wands directly are:

Poison Burst
Master of the Elements
Shadowling Ammo
Death Ritual

Other offensive skills rely on "Daggers", "Glaives", or "Utility" to deal damage.
I wish Runic had actually made Daggers, Glaives, and Hatchets actual weapons rather than skill animations.
Actually - is there any difference on high levels: get wand or get any other one-handed weapon with 100% poison damage?
In that case, "Poison Burst" and "Master of the Elements" would be good for any "Poison" weapon at any level.
Otherwise, all the other Outlander skills rely on other things besides auto attacking without a ranged weapon that isn't a bow or gun (but no Cannon).
"Wand Chaos" (Embermage) is fun if the player doesn't mind the chance that foes will randomly appear at another location which is usually the deciding factor when choosing it.
It'll ramp up higher with more levels.
Glaive Throw doesn't use weapon DPS, but the +% poison damage effect will work. Poison Burst will use both. Neither will be reflected in skill tooltips but in actual damage dealt to targets.
I never tried using wands much as an Outlander, but I hope it works out for you.
So, again: I will get boost in damage by +%Poison Damage & +Posion Damage & +Master of Elements, but weapon's poison damage wont affect my skills, right?
+%Poison Damage is a bonus to any poison damage dealt by any means.
The wand setup was slower but I thought it was more powerful over the bow, shotgun or pistol and I liked the dual wand it was an unususal setup and lots of fun.
Nothing is more powerful for an Outlander than wielding a shotgonne and using the shotgonne mastery passive...
