Merging a Kong RotMG account with a Steam RotMG account

Not it is not possible. If you want to be able to play on Kongregate & Steam using one account, you need to make a web account (realmofthemadgod.com) and then you're able to move it to Kongregate/Steam/Kabam.

So I make a new account on the official RotMG website, then use that account to merge with both Kong and Steam?

Negative, you have to start all over. In order to have Realm on Kongregate, Kongregate made them keep their accounts on their site and not able to be tranfered. You have to start all over with a web account and then link it to steam/kongregate/kabam.

If you don't want to do that you're stuck with many different characters on many different sites.

Damn. What would be the best way to start over on Steam? I was thinking to simply transfer my items, buy some stuff with my fame + gold and transfer those to the new Steam RotMG account as well.

I'd go to realmofthemadgod.com and make the web account. Then boot up the steam version and trade all the items to said account. You can then go to the account buttion in the main menu and it should say link web account. Do that and you're set.
