you may have seen the word soulbound thrown around alot and be unsure of what it means. basically it has two meanings:
1. soulbound bags, which drop from high tier enemies and can only be seen and looted by you unlike the lower tier bags. the chance of getting these soulbound bags is determined by something called soulbound damage: it's a percentage of health you must do as damage to the enemy to activate the full chance (NOT 100% chance) to get soulbound loot (it's diffrent across the enemies). so if an enemy with 1000 health has a soulbound damage threshold of 20%, once you do 200 damage to that enemy, your chance to get soulbound loot is the highest it can be and will not raise further.
2. soulbound items, which are items which you cannot drop for other people to grab and you can't trade them (they are bound to your soul). these are mostly UTs but the somewhat recently released Tier 13/14 items (weapons/armors) are also soulbound.
