Downloading at 300+mbps but taking hours?

I've never had this happen with a game, but it says it's only around 77Gb but it's taking hours to download. Steam shows my download speed as around 300mbps, but it's going so unbelievably slow, and it's doing on this on my laptop and my girlfriend's. Anyone else having this?

The game installing from scratch or an update to an alteady installed one ?
The latter will be affected by how slow your storage medium is.
