When I play local play that's what I get, and when I try online it doesn't load at all

Cheers to Luna, this fixed my issue, thanks bro. For anyone else coming around with this issue, I've fixed that by going to game's Properties > Installed Files > Verify integrity of game files (as Luna mentioned)

In my situation, after the verification, 3 files failed to be verified and were redownloaded, and this fixed the issue.
