Heavy stuttering issue!!!

Does the game run on DX11 API or something? Because it runs horribly. My GPU usage sits at 94% instead of 100%, and CPU usage spikes to 56% on a 16 core processor. I literally get over 120 fps in game, but it stutters each time something loads on the map. Is there a fix for this?

lowering texture settings worked for me, I'm also pretty sure disabling SMT on my AMD CPU helped
