1. Maybe the firewall/AV is blocking the app. Create an exception?
2. Your targets should be the resources the game uses initially to launch the game.
3. Try minimal startup.
4. Try some redist.

What was done?
Removed everything from the computer that has the letters nvidia in the name, in general everything, GeForce GE, control panel, nvidia display container LS was disabled through system services
'win + R\services.msc'there we look for nvidia display container LS and select the launch type - disabled, we also forcibly stop
When starting the pc, turn off steam, if it is in startup and open it with administrator rights and voila, the game starts to start always and without any problems
All this was done on win11, I don't know the version and so on, and other options do not work in particular for me
