Well everyone has it on their console of choice or bnet already.
Most of the Bnet players and none of the console players wont spend money again on the steam version. So its just a little friction of people that will buy it on steam ergo low player numbers. Oh and of couse a 4 year old game doesnt have the player count it had in the beginning. The exclusion of Warzone 2019 does its part too. Since Activision doesnt want to compete with itself.

Outside of COD4, COD games always die on PC. Thankfully, since MW19, COD has cross platform play with consoles. Console players keep the population healthy. As trash as modern gaming can be, cross platform play is one of the best features that have become common.

The thing is, if they actually made it so that you could transfer this game from battle.net to Steam, it would have alot of players now. People just don't want to pay for the same game twice, and I understand them cuz I'm one of them. The game is very much alive tho. Alot of people still play it on battle.net.
