Sure, if you're winning the lane AND get a good card from a huge pool.
I'd REALLY hope if your going to include Patriot that your deck is built around winning his lane turn 3. So you are more often then not going to win the lane.
Energy cheats have been proven again and again to be one of the strongest things that can be done in this game. This is an on stat 2 cost that gives you a massive energy cheat for an easy to meet condition.
But then you're all-in on getting a good card from it. Snap if you do, retreat if you don't. Meh.
I've seen him pay off a total of one time (though I am admittedly not seeing much of him) and that was when he drew Alioth with Dream Dimension in play.
Your playing an on stat 2 drop, you are not all in on anything playing it.
So far it's a good enough card to slot into any Good cards lists, Lockdown, and Affliction which are some of the top decks of the current Meta. These decks were at the top and they CUT A CARD that was already successful and still are.
It's also good enough to make Dino a playable card with some lists not even having Victora hand in them.
It's fine if the card is not your cup of tea, but it's straight up cracked and is probably in the top 3 for best current 2 drop (I'd say it's number 2) without needing any synergy, and it's only going to get stronger once lists are refined.
