...I still think it is one of the most unbalanced cards in the game. You may get a 1 Energy Card while the other player may get a much powerful card.

I guess it could be a nice idea to change its text to "After turn 3, add a random card here of the same cost for each player."

true. Even then you'd wind up getting Task Master while the enemy gets Agatha

"Unbalanced" isn't really the word I'd use, since it's pulling from the same pool of cards for both players... but it's definitely one of those Locations I don't mind changing before it activates, just so I can get the extra RNG off the board.
