True, they could monetize it directly, but I don't think that'd be a wise move. Another option I could see is making it not generate any resources and not solve quests, but then the whole format would probably not be worth the effort of developing it.
Another approach could be to limit the available cards to S3, so newer players could grow their collection in Ladder/Conquest, while having access to more cards, until they reach S3 complete status.
There are some ways to actually make this work, but it has to provide a ROI and I don't see that goal being met with an approach, that is mostly tailored towards F2P, encouraging not paying for the product/service, quite the opposite actually. And we have to keep in mind SD is, first and foremost, a business and not a charity, so they will act accordingly.
And I don't think a free "proving ground draft" mode will come, because again, if you can play all cards for free, they won't sell their bundles/gold.
They have directly answered this question on the discord a few times.
Their response has been that draft modes in other similar games is not a very popular game mode in comparison to others available, so they don't plan to release one.
Why not? Conquest is free too.
Conquest is a way to promote competition, thus increase the demand for the new and/or powerful cards. A draft mode would not have that benefit, so it would have to be monetized in another way to make the work put into it worthwhile.
That might be fun for new players as the MMR would limit the cards that both players have collected, so might make for some good matches.
If you are collection complete - I would assume it's Infinity Tier type matchups which is just more of the same with a different label.
Hearthstone has a draft mode, and an entirely solo set of campaigns that don't require any of your existing cards either, and I thought those were fairly popular.
