I used to do that. Its perfectly safe to go to that link. I do that to save time, and to allow you to see the card, its statistics and get a feel for it. Keep in mind my comments comes from a thirty year career in making games and knowing the industry and I go by statistics. I combined nine sites of statistical data to make my assessment. I don't just wing it. I am pretty high end in the game, that is not relevant to my discussion treads.

Surtur: 3/5 After you play a card with 10+ Power, this gains +3 Power.
If you are all new or intermediate to the game, you will learn of the 21 archetypes in the game. 6 Main, 15 sub-archetypes and they will add more. "Activate" was their last inclusion. Some are stronger statistically that others, so its best to learn them, You can hit the search icon and type "Archetypes" for that breakdown.
Surtur falls under "Permanent Ability", this is a card with an ability that can be applied to all archetypes and cannot be countered, unless destroyed, discarded, or text nullified. These are usually the most powerful in the game for versatility.
Elsa, Vision, Kingpin, Red Hulk and others are permanent ability cards.

and is it "active play" only or will sth like arnim zola or jubilie trigger him too?
He needs to be in play to receive any bonus. In deck or in hand is not sufficient.
I have seen Jubilee trigger him.
EDIT: Just played against a Sutur deck and Jubilee brought down a Infinaut and it did not trigger, so disregard my prior statement in italics.
I can't confirm Arnim Zola's cloning would, but I am confident that it would do so. . .for each new card put into play by Zola. However, cards that have their value raised above ten after they have been played do not trigger the effect. I seem to remember seeing locations that give a bonus, specifically +5 to cards played there result in a boost too, if that helps -but don't rely on that too much, because I am not sure about that and it doesn't sound it should work.
And, just in case you were wondering, any boost Sutur receives becomes static regardless of what happens to the cards later.
