Not a bug, not how the card works.
I Play Brood to fill location. So please explain how that doesn't satisfy her text. Brood filled a location when I played him at a location that had just 1 other card in that lane so why wouldn't the last brood clone get a +3. I'm taking what SD put on her Card for face value.
Your Brood doesn't fill the lane. Broodlings does.
Broodling that fills the lane is not played. They're added.
Cards that get "added" are not played. Not Broodling, Sinister Clones, Doombots, Ultron Drones, Shanna's 1-cost zoo, or Squirrels.
Exception being Mysterio, as all the Illusions are "played".
Well the other two posters understand how the cards works, so it's not me who is wrong.

I did get the card wrong when I started this thread yesterday - I thought Elsa boosted herself, instead of the card that fills the location.
But even though the card works differently than I thought, I still must have encountered some bugs yesterday, since the total power on the location was lacking the +3 buff, nevermind which card actually was supposed to have it.
(And yes, I was playing a fourth card on a location, not using the Brood or Mr Sinister).
Doesn't matter anymore, when I played today it works as intended.
I was wrong about this one in the other thread, and here is the answer by Glenn that explains the Elsa/Brood interaction:
No, Elsa checks after you stage cards from your hand but before they reveal, like Hawkeye. You need to play a card in the last slot during your turn, not reveal one there afterward.
