Unable to communicate with matchmaking service

Does not work in ladder, no connection and the following error:
"Unable to communicate with matchmaking service"
Does anybody has such issue? Playing on PC.

I have the same error for over a month now, have never been able to play the game on Steam.

I disabled the hosts file — didn't help.
I tried Chrome, Firefox, Edge as default browser — didn't help.
I disabled my cable modem firewall and Windows Defender firewall — didn't help.
I have tried both ethernet (1Gbps LAN) and wi-fi network (both 802.11ac and 802.11n), made sure they're marked as Private — doesn't work.

To reiterate, I cannot play the game at all, not just connect it to Google account. Even when I choose just the PLAY GAME option it fails — it briefly shows message "Assembling" and then fails with "Cannot communicate with the login service." I am trying to play the Steam version, the Android version (on the same network) works.

To recap:
I tried to reinstall the game several times, on different disks — it doesn't work.
I verified local files several times — it doesn't work.
I tried USB tethering and playing over LTE, which works for Android app — it doesn't work.
I tried using different DNS, 8.8.8.8 and 1.1.1.1 — it doesn't work.
Double-checked Windows Defender Firewall, SNAP.exe is allowed both for Inbound and Outbound connections — it doesn't work.
I have tried using a commercial VPN — it doesn't work.
