STEAM version -vs- GOG version
STEAM FC2 Fortunes Edition version is $4.99
GOG FC2 Fortunes Edition version is $2.50

What is the difference between the STEAM version and the GOG.com version (besides that GOG is DRM free)?

In the UK it's £4.99 and on GOG £6.69 ($7.36 and $9.86), so it's cheaper on Steam. The GOG version is free of DRM, as is the Steam version, so avoiding a DRM version if you've installed Windows 10 might be a must.

Isn't steam itself considered DRM ?

Developers can use Steam as a DRM if they choose, but they don't need to and can simply use Steam as an installer similar to GOG Galaxy.

Yeah, but Galaxy is not mandatory while Steam is, even for non-DRM games.

1. Steam is not required to play Far Cry 2. Once the download is complete, you can copy FC2 to a usb stick and go run it on a completely different PC without steam installed if you wanted to.

2. The files of the uplay, steam, and GOG versions of FC2 are all slightly different. However, this doesn't matter unless you creating your own mod from the files.

The significant difference is that GOG supports cloud saves for Far Cry 2. Steam doesn't.
