Have you tried uninstalling the game and deleting the gamemode.xml from docs/mygames/farcry2 and then doing a fresh install?
Can you launch directly form the FC2 executable on your drive ?
Just a shot in the dark but good to cover all possibilities..
You updated to Win 11 ?
From the FC2 Crew Tech Forum:

re-installing there.
Thanx for reply @thirdkeeper
i purchased from Ubisoft connect (Uplay) game was not working & then i purchased from Steam still the same is win 10 64bit (tried all)nothing is working
(is only working with Compatibly windows98/windows Me, but low FPS, not detecting dx9 or dx10 )
Exactly @SeeSharp BeFlat, not working at all & ubisoft don't have any reply on this issue & they are selling non working game
(& again i tried everything)
The game has a confirmed record of failing to launch unless installed to the C Drive.
Most have no problem but there have been some that have solved their launch fails
by installing and running from the "default" C drive specified by the FC2 installer.
@ Mahi
- Don't know if you've tried these - all I have on the subject that might be useful:

I had probs with the update but was able to solve all of them easily and I've been playing
trouble free for years - even with my new system running Win 10!
No, there's a solution for what's happening.
Try 1 at a time. -
This looks like it could be a system detection issue. you mentioned:
"doesn't detect DX9 or DX10".
- By the way, -> prob not a good idea to run in DX10.
Better SYS detect for -> newer systems that the original FC2 install detect couldn't possibly have been geared for. - Understand?
in Latin:
UBI INJURIA - UBI REMEDIUM
"Where there's a problem - there is a solution" (remedy)
It's an older game and just needs a little help running on newer systems.
There' is no "we" - the majority don't have these issues, you're just one of the unlucky
ones who does.
""missing dx9 & dx10 options""
- I can't be of any help unless you try what was suggested:
Using the Far Cry 3 SistemDetect.dll - if you don't have FC3 - someone in this forum or
in the FC3 forum might be able to provide it for you.
It's a very simple fix.
[EDIT] -
I don't usually do this, but I dug into my FC3 game and uploaded the systemdetection.dll file to google drive - here's the link:
https://drive.google.com/file/d/1xEt-1yyIYsT872rwdwqskhadeYWru5xo/view?usp=drive_link
DL and drop into your FC2 BIN folder - when it asks to overwrite the old version
say YES.
- Let us know if it fixed your problem.

I just set it for open to anyone who want's to DL. - If there are any problems please
let me know.
