Try enabling v-sync or limitting your FPS to 60 with a FPS limiter.

If the hand icon does appear, and the use key still doesn't work, then that's a bug that's beyond my ability to fix.
Anyway I've been able to get by it by loading the second last save and redo that small mission. I still didn't get a hand icon, the characters where still shaking, but this time the person sitting at the table didn't repeat one line and actually continued by giving me a mission to go to a church somewhere.
Let's hope I don't encounter more of this.
I reloaded, restarted game, bounced all over the place, until finally ... they said the lines they were supposed to and I could continue the damn game.
Doesnt seem promising when so long after release there are bugs of this size still in the game.
Sounds like the over 60FPS bug.
Game runs into trouble when running with 60+FPS.
Use Vsnyc but I would recommend forcing it through driver or a tool like RadeonPro.
The ingame Vsync is bad and can lead to bad FPS.
If you dont wanna use Vsync try using this fix:

Dont be confused of bouncing NPCs, its the same bug.
