And yeah it's pretty stupid how they made it but there is a workaround ONLY if you never got rescued. Do both missions for the other guy in the bar, and then you should have enough history with him that he becomes your rescue buddy, then you can do the missions for your previous rescue buddy.
Alternatively if your main buddy dies the rescue buddy now becomes your main one and you can do his missions again.
Except near the end of the game but I won't spoil that for you.
Well I have definitely been rescued more than 3 times with one buddy. And yes if he saves you enough times and your history with your main buddy isn't super high he can easily become your best buddy.
