Does 2x or off fix the issue?
Are you sure you've capped your frame rate correctly?
First,go to empty spot on desktop right click+monitor settings then graphical settings then search for far 2.exe and force"high perfomance"so it ALWAYS uses your dedicated GPU.
You need to force it via this way for MANY older games,forcing via GPU control panel does not always work(mostly for older games.)
In addition I recommend getting the 4GB RAM Far Cry 2 patch or just force large address aware via various programm to reduce crashes and inputlag and improve frame times.
Finally try both DX 9 and 10 mode.For many DX 10 does not run very well.
If it is good make sure it is still capped at 60 fps.And make at least a few backup saves once a while,if not cap it again.
You can also try to quit other background programms like messenger,skype for some games/hardware they can interfere.
Make sure your AV does not scan far cry folders constantly.
Make sure one drive/your Cloud service is not cloud saving your"important" saves 24/7 as it can drastically reduce perfomance.(speaking from experience).
Every post 2012 midrange GPU should be able run this maxed at 60fps cap.
Even current intergrated cards run this game pretty well......It is very undemanding.
If above does not help:You can check Steam upper left corner:"help"and system information and paste your results here.
In this day and age with ridicilous PC prices"new computer" could be one with a GTX 710.......sold at awesome margins......
I own and have played many hours of Far Cry 3 on this specific PC and have had zero issues running that game on max settings. Both modded and vanilla.
I'd like to contribute some troubleshooting advice too, if I may. Please see the two guides below.

From the first one, please do the steps to run the game with admin rights, verify the game files, check for updates to your GPU drivers and Windows OS, and check for background programs that might be conflicting with the game (such as graphics or system optimisers).
And then from the second, please try running the game in compatibility mode for Windows Vista.
If it still doesn't work, and neither does the other guidance here in the thread, please let me know - I'll have some further ideas for how we can diagnose the issue in that case

Thank you for the suggestions. I had attempted to run the game with administrator rights, tried various compatibility settings, made sure both Windows 10 and my GPU drivers were up to date, couldn't find any background processes interfering, verified the game files and a few other things within the game settings and Direct X files.
While none of these things directly helped me, I am pleased to say I managed to solve the issue. It did end up being solved through tinkering with compatibility mode, however I am unaware as to how the issue arose in the first place and why none of my previous changes succeeded. I have previously already attempted to run the game in every compatibility mode between Windows 95 and Windows 7 in order to fix the issue. For one reason or another while swapping back and forth between these modes (changing back and forth between Windows 98 / Windows Me and Windows Vista) managed to randomly fix my horrific fps problems. I played around with some settings just to confirm that the issue was resolved and was able to run steadily at 144fps. Again, not entirely sure what caused the issue and what solved it as I had already tried several times to run the game in every Windows compatibility mode, but I will take any solution I can get nonetheless.
Thank you to everyone who commented and attempted to assist me in resolving this issue. It is great to see that people still care about these great older games and are helping to keep them functioning and playable on modern hardware.
