As shared by Lucas, if you've purchased the game on Steam then it will be available to launch via your Steam library. If you'd like to have the game available in your Ubisoft Connect library, you'll need to purchase the game from the Ubisoft store.

However, it's a great thing that FC2 doesn't use uplay. It's completely DRM free as of the 1.03 patch.
