The menu is defined in AQtion/baseaq/pak1.pkz/q2pro.menu and it looks like it's reading http://q2servers.com/?g=action&raw=1 for the "Browse All Servers" list.
My issue seems to differ from OP, as I cannot join servers with a connect command in the console either. The only way for me to play most servers is booting up the good old pre steam game install. Any clues(and fixes) to why I am unable to join a server with its IP through the console?
Never heard of that happening. My best guess is Windows Firewall or similar getting in the way -- maybe you already allowed access for Quake2.exe in your old install but not for Q2Pro.exe in AQtion?
