I experienced this also, oddity of levelling up luck leading to less or no drops whatsoever. Usually this would be where I would check a wiki to see if I am going crazy with no drops after 30 mins so of grinding. Unequipping the ring seemed to fix it but I am unsure where the sweet spot is for ideal drop rates, depending on how they are calculated it may be the case that different luck stats would be better for grinding different items, I vaguely remember a similar quirk in Demon's Souls iirc. In any case I am having so much more luck with a luck stat of 4 than I was with a luck stat of 14.
Your drop rates also sound whack, I got 1 Zweihander and 1 Sunglasses. 3 simple bows, 1 green cloak, and 1 ranger boots (the green boots as you describe). 2 cotton swabs, 3 popcorn hats, 0 red boots. I only found the clover and equipped the ring recently after beating the game, although most of my grinding was with it equipped, the bulk of my drops were with it unequipped.
I also only have 65/91 items found and am at a loss for where at least 20 of those items would even be besides grinding for hours on an enemy for an amulet they may drop that I don't even know exists. There is also the consumable tab in the inventory that I never have had any items in, so maybe there is a whole element of the game I am missing. Only major unexplored thing I can think of besides grinding is that frog saying come back to him when I am smarter, on account of doing a pure strength build I don't have any stats in magic.

I expect the last 11 items will be an acorn hat, maybe some boots I missed, amulets that aren't visible on the enemy model so I assumed I had finished grinding for their equipment, and maybe some consumables (if they exist).

Sorry for the late reply, gave up after i increased luck. So from what i can see, you are still missing the acorn hat, bee amulet, archer ring. The things i am missing is the dark wizard set, some snail hats, iron sword skewer, slimy knife, magic tome, all except wizard; leather; crappy boots, charge amulet and of course, the sunglasses. I'm 73/91
In terms of the things you have yet to get:
The dark wizard is in the worm cave, early in the game, and will drop their set, including the magic tome.
The snail hats are in the pineapple slices can, dropped by the snails.
The "iron sword skewer" is a typo, I mean to say iron sword, skewer, as two items. In any case, the iron sword is a common drop from biped bugs wielding it, and the skewer can be gotten from the green locust boss.
The slimy knife and the crappy boots (I think the boots as well, otherwise maybe common biped bugs) can be dropped by common maggots.
The charge amulet and sunglasses are both dropped by the zweihander bug.
I can't recall where I got the leather boots from but considering they were the first boots I found I would expect they are a common drop from a biped bug, or an item on the ground somewhere.

Not sure what is left at this stage. Going to have to systematically grind every unique enemy from here at this point, there is likely some amulets/rings I missed, it is quite tedious but I feel so close.
I have 4 luck and am hazardous to level it anymore in case the calculations for drops get borked. 90% of the time I don’t wear the clover ring, but, when I hit a dry run I will grind for 10 minutes while wearing it just in case I get a different drop. Nothing has come of it especially so far.
The boots of speed are the pink boots dropped by the teaspoon + popcorn hat bug in Big Fence.
Can confirm the katana is dropped by that bug you mentioned. Quite disheartening that the remainder of things to find will, I expect, similarly be things that aren't visible on the enemy's model. I am at 86/91 now.

If you haven't managed to find them, the bee amulet drops from bees, I grinded the ones in the big tree, leading up to the final boss. The "red boots", or what I believe you are referencing are the boots of speed, can be dropped by both the popcorn hat bug and the scimitar bug.
This should put us both at 87/91. It seems the best strat to finding more equipment is to grind biped bugs, the scimitar was one I genuinely missed as it was visible as the weapon the bug is wielding, but it is possible that a bug can drop an amulet, ring, or even weapon that we don't know but it just has a low drop rate. Worth mentioning I have found that worms, mosquitoes, and spiders never drop anything, so that at least slims the candidates.
Would've been nice if we had a more granular breakdown of item completion to give some vague guidance, either by category or by area of availability.
