It's alerting you that there's new Luxcavation stages, It's basically the alert that happened during one of the Dante's Notes cutscenes; something has changed in Mephi's backdoor.
Just a way to let everyone that isn't keeping an eye on the announcements know that something changed in a way that fits with the lore.

I think the "Backdoor Volatility" announcement corresponds to new unlocks related to Luxcavation, Mirror Dungeons, and/or Refraction Railway.

Unlocked a new Luxcavation stage? Backdoor Volatility. Mirror Dungeon got an update? Backdoor Volatility. New Refraction Railway Line released? You get the idea.
