Anyway it's a game, don't use RL logic in games, just enjoy and have fun :D
Personally, I would've preferred if they just completely dropped the ones with a random chance of success and made all of them either guaranteed to work or require the player to complete some in-game challenge (such as beating up an NPC), but I guess they either wanted to keep some of the original mechanics or just couldn't think of 16 distinct path actions that fit those criteria.
They even have duplicate abilities. So if you don't like randomness (i don't), there is an equivalent ability based on level.
I really don't see a problem with the way they implemented it.

Their locations change, but they're usually still around.
