How to get supplies
I know you can get it from vip and stuff but can you get it from tax

You need to conquer something bigger than a farm and do extraction. I always do full extraction and full tax (no slaves, no burning and looting). Of course I suffer a potential rebellion, but after I put it down, I get to keep a sweet high income.

if I want to raid something with 35 power how many men do I need and what level

1 Century with medium casualties, good training, good armor. Or 2 Centuries for a much safer experience. Tactics, will help.

I usually set up barely within enemy archer range, tortoise formation. Patience. Use the advance command (up arrow) a couple of times. Let them attack my tortoise, while I ride about and pick off the enemy that tries to flank behind and the chariots that ruin the formation. Then when the battle is mostly over, I order a charge, which basically means break formation and have my now numerical superiority gang up on them old school melee style.
