Still Unable to Unlock Temple Building

Heya,

I want to get back into 100%'ing this game, but cannot do so as the character who allows you to build the temple... has not shown up. I have tried multiple things including: bringing cursed items to the end of a run, being cursed but not having the item in my pack at the end of a run, sending a cursed item to town via the delivery system.

Besides losing all my progress and retrying from the start, are there any ways, even using dev tools, to forcefully spawn the NPC who lets me build the temple or something similar? I would love to finish this game fully.

I noticed earlier today there was an update with no patch notes. Haven't played a run yet, story or quick play, but I have a feeling it wasn't fixed yet. Hope it does relatively soon.
