Yeah, well, it's a not-very-well-thought-out weapon in a game that's absolutely filled with not-very-well-thought-out items. And poison itself isn't a good idea to include as a status condition for players in a game where limited healing options are the whole point. That's why, for example, Slay the Spire allows YOU to use poison, but not the enemies. There was a lot of stupid involved in some of these decisions, and the attempts at balancing the game tend to range from terrible to non-existent, with some occasional good ideas thrown in.
Anyway, that weapon SHOULD be awesome, but it has almost nothing to support it, so it usually ends up being more trouble than it's worth. Like many other really cool items you'd like to construct a build around. It may work better on some characters than others, though.
