DLC Weapons and Dresses not appearing in the game

so i'm playing through the game and i want to use the DLC weapons because, why not? there's really no downside to 'em. i've gone through all the steps, unlocking the DLC and even creating a keybind to enable and disable them.

except i can't equip them when i load into the actual game for some reason?? i can hover over them and pick them with the arrow keys but when i back out of the equip screen and load into the game, they don't appear??

do i need to have my weapons fully upgraded? are they only for post-game? i'm willing to play through the game without them, i just want to know what's up with this.

I don't see the need of a keybind. A person in the comments said "As for the other dresses and weapons - I guess you have to unlock them first and I've tried to equip them at the very strart of the game. After I've downloaded a save file with 100% completion - they're all there!".

I checked after reinstalling my game and downloaded a 100% save file, the weapons still don't work during gameplay and neither do the effects of the DLC dresses either.
