It's a basic build set that works decently for a small game. As a builder I could go on for days about it's shortcomings, all the missing parts, but it's all they gave us to work with and trying to force it to your will just isn't always going to work.
There is always the option of just keeping the dock separate from your main building. That's usually what I've ended up doing because the build set just isn't very cooperative with buildings connected to docks.
I am trying to connect a dock to my base. If I place 2 sloped ladders from my foundation to the ocean it puts the pier foundation just under the water and it won't place....End Quote
I had the same problem in my first game and when I started my second one after the last major update I ended up building only with foundation pierce in the inlet on Hope island. this way everything was connected without ladders.
Try building the ladder first to your building and then mark where it ends up on or close to the ground. Then dismantle it and build a pierce or platform there (if possible) and then the ladder again. It might not connect but will be as close as you will get it. Good Luck and Happy Game-play!!

I wanted to connect ladders to the deck in green and then place a few piers and then the dock.
