Why on both sides, if you can only get to the northwestern part of the island (where there is iron and then silver) through ruins? This is what is confusing.

So the 3rd explosive is not an extra, as written above?
The reason one passageway has a jug on either side is because both sides are about the same distance from the passageway leading to the silver mine. You can use one jug to open the passageway near the ruins and the other jug for the silver mine.
Which direction you approach from - and which jug you use for each passageway - is up to you.

But this passage is needed by those who built a base (or at least just a pier) in the northern lagoon of the island. Those who built in the southern lagoon will quickly get to the silver mine through the restored bridge.
I built on the northern part and still use the fixed bridge. As for the silver access initially, I just climbed over the rocks to access it and had parked the cart at the path on the other side (jumped down where skeleton is). Not hard at all without the quick access or the fixed bridge.
