It's on Windy island in the cave. The exact location is in the room where you fight two jackals and has the glowing blue dais. These recipes have been in the game for a long time.
Thank you Kate4ka, I have not but will do so. In my previous game (pre region 4) all one had to collect were the puffballs and Tricholoma mushrooms (green ones) and you received as far as I remember the recipe.
