UPDATE:
Ok, I'm an idiot, you have to "place" the bag from inventory, not "drop" it on the ground.
Set up your tent / sleeping bag on a slightly uneven or sloped area and tell me how well you sleep.
IRL portable hammocks avoid this problem entirely (and are much safer in terms of snakes & insects).

When you used a sleeping bag 35 years ago did you set it up on the side of a hill? Or did you find a nice flat spot for sleeping?
Another way of looking at how balanced an item is in a game is how much players use the item. If it is not much used, then chances are there is an issue with it.
Expect you are the only one with this issue.. stop trying to put your bag on a 90 degree hill and put on flat ground like you should and you wouldn't have a problem.
