I think the problem is that it shouldn't be outright unplayable, which it sounds like it is.
On every other map, with every other weather, you still have a chance to get at least some pieces of scrap.

You don’t drown instantly just run to the door

sounds like you got the unlucky chance for a moon to be halfway flooded once you land

Ever played adamance flooded?

dine flooded has the water lowering throughout the day

Dine and Adamance work the same where the water decreases instead of rises. This means that you might need to spend a bit of time in the facility as the water level should lower enough to exit.

You can swim into the front door while it's flooded. Water lowers throughout the day, so by the time you get back out the door is usually uncovered. The back door also has a railing above it that you can jump onto and run across to drop down onto the back platform. You can then return the same way from the right side of the door.

adamance is unique though in that it's the only planet where the mechanic is reversed, where it starts completely flooded but slowly drains throughout the day.

Dine also shares the mechanic

You can use the jetpack to get out but it makes two handed items almost impossible to transfer unless you wanna waste a lot of time.

I never noticed this but looking back this makes sense.
