Where is the manual?

So I've seen this poster and some other people in these discussions that there is a clipboard with instructions on how to play the game, but the thing is... I can't find it. They say it's on the center console in the ship, but I can't find any single clipboard at all no matter how much I search. is there a glitch or am I just blind?

if you start a new file it should be right next to the monitor that shows what moon you're currently above
